The Department of Agriculture - Public Investment Program System (DA-PIPS) is a comprehensive, web-based portal designed to streamline the management, monitoring, and reporting of the Department of Agriculture’s Public Investment Program (DA PIP). This centralized platform allows authorized Investment Programming Coordinators from the Department of Agriculture (DA) and its attached agencies to submit, update, and track priority programs and projects (PAPs) efficiently. The portal enhances transparency by providing real-time updates and accurate information about the status of various agricultural programs and projects, which are essential for achieving the goals set in the Philippine Development Plan (PDP) 2023-2028.

The system is built with a user-friendly interface that enables users to easily navigate through the platform, making it simple to enter data, generate detailed reports, and monitor progress. Secure access is granted only to authorized personnel, ensuring that sensitive project data is handled safely and accurately. Through the portal, users can track project timelines, financial updates, and implementation details, providing a clear overview of each project’s progress.

DA-PIPS also serves as a centralized database, storing all the relevant information related to the priority programs and projects under the DA PIP. It facilitates efficient submission processes for various operating units, including DA’s Attached Agencies and Corporations, ensuring that all proposed projects align with the department’s overall investment priorities. By improving coordination and collaboration among stakeholders, the DA PIP System plays a critical role in enhancing the management of agricultural projects, ensuring that the Department of Agriculture’s initiatives are implemented effectively and transparently.

Insvetment Program 2023-2028

The Department has laid out in FY 2024 its Sector Plan Para sa Masaganang Bagong Pilipinas guided by the twin goals of: a) Achieving food security through boosting local production and ensuring accessibility to affordable and nutritious food; and b) Developing the agriculture and fisheries (AF) sector as a profitable industry for all stakeholders involved in the value chain.

This sectoral plan shall steer the entire organization towards a more focused approach in addressing the implementation gaps under the Agriculture and Fisheries Modernization Act (AFMA) of 1997.

The Planning and Monitoring Service (PMS) takes the lead in developing the Results Framework for the Department's sector plan, along with its sectoral targets and multi-year investment program. The sector’s multi-year investment program shall include priority Programs and Projects (PAPs) in support to the strategies espoused in the Para sa Masaganang Bagong Pilipinas Plan.

These priority PAPs shall also serve as reference in the updating of the Department’s Public Investment Program (PIP), a six-year programming document that contains the priority PAPs to be implemented within the medium-term by the national government that contributes to the attainment of the societal goals and targets in the Philippine Development Plan (PDP) for the period 2023-2028 and its corresponding Results Matrices (RM).

The DA’s PIP was formulated in FY 2022 and has been updated and revalidated annually since FY 2023.

These activities commenced through the issuance of annual Internal Guidelines by the Investment Programming Division (IPD) to the various Operating Units of the DA who implement and oversee programs and projects, including the Attached Agencies and Attached Corporations.
